In order to thoroughly implement General Secretary Xi Jinping's important instructions on "building a learning society and a learning country with lifelong learning for all", further build a learning oriented Taoist group, and improve the level of rule of law in Taoist work, on June 16, 2025, the China Taoist Association held a special lecture on studying and implementing the newly revised "Implementation Rules for the Management of Religious Activities of Foreigners in the People's Republic of China" (hereinafter referred to as the "Implementation Rules") and other contents.

Li Guangfu, the President of the China Taoist Association, along with Meng Zhiling and Zhang Gaocheng, the Vice Presidents, Kuang Sheng, the Secretary General, Sun Changde, the Deputy Secretary General, as well as faculty and staff from the Association's headquarters and the China Taoist Academy, and representatives from the affiliated temples of Beijing Baiyun Temple and Beijing Huode Zhenjun Temple, attended the study. Secretary General Kuang Sheng presided over the lecture.

Feng He, Director of the International Department of the China Taoist Association, interpreted the background, significance, and specific provisions of the "Implementation Rules" and clarified the precautions based on the actual situation of the China Taoist Association and the World Taoist Federation. He stated that the introduction of the "Implementation Rules" is of great significance for the standardized work of the World Taoist Federation. In addition, she also introduced and explained the foreign affairs regulations of the China Taoist Association, stating that she would take the opportunity of studying the "Implementation Rules" to further improve the level of foreign affairs work and ensure that international exchange activities of Taoism are carried out in accordance with laws and regulations.

Everyone unanimously expressed the need to study and strictly implement the Implementation Rules, standardize foreign affairs work, continuously enhance political awareness, overall awareness, and legal awareness, and contribute to promoting the healthy inheritance of Taoism and maintaining social harmony and stability.

In addition, Zhang Chong, the head of the Service Center of the Chinese Taoist Association, provided a detailed explanation of fire safety knowledge and precautions.
